GACR has launched a new web application, GRITA, for the submission and administration of projects, through which Project Proposals may be submitted this year to the EXPRO and JUNIOR STAR tenders.
Only the governing body of the institution applying for the grant (e.g. the rector/university president or the director of an institute), or a person authorised by that governing body on the basis of a Power of Attorney, may submit the final Project Proposal to the EXPRO and JUNIOR STAR tenders. The following templates of Powers of Attorney may be used to authorise a person.
Power of Attorney for All Activities Related to the Administration of Grants
This Power of Attorney will enable the authorised person to:
- submit Project Proposals in public tenders in research, development and innovation announced and organised by GACR;
- submit Financial, Subject-Matter, and Final Reports on the progress/completion of grant projects of GACR;
- submit change requests in the grant projects of GACR, including all related correspondence and documentation;
- enter into Agreements on Grant Funding with GACR, including amendments to such agreements.

Power of Attorney Authorising Representation without the Right to Sign Agreements, Including Amendments
This Power of Attorney will enable the authorised person to:
- submit Project Proposals in public tenders in research, development and innovation announced and organised by GACR;
- submit Interim, Financial, Subject-Matter, and Final Reports on the progress/completion of grant projects of GACR;
- submit change requests relating to GACR grant projects, including all related correspondence and documentation.
A Power of Attorney is not required for the preparation of Project Proposals in GRITA, but only for their final submission to a tender if the governing body delegates this authority to another person (e.g. an employee of the grants department).
This year, a Power of Attorney based on the above PoA templates is required for the EXPRO and JUNIOR STAR tenders only. Unless otherwise specified in the Power of Attorney or unless the Power of Attorney is revoked, the authorisation also remains valid for future GACR tenders that will be administered in GRITA starting next year. We therefore recommend delivering the Power of Attorney now for future use.
The Power of Attorney must be delivered to GACR sufficiently in advance and no later than 14 days before the deadline for the submission of Project Proposals.
Methods of delivery of the Power of Attorney:
- in hard copy by postal services or in person at the GACR registry office (Evropská 2589/33b, 160 00 Prague 6, Czech Republic)
- in digital form via data box (a8uadk4)
- in digital form signed with a qualified electronic signature and sent to the email address podatelna@gacr.cz
It is possible to authorise more than one person through Powers of Attorney. If the governing body of an institution does not wish to delegate this authority, no action is required – it is sufficient to log in and complete identity verification in the GRITA system, where the relevant rights will be assigned based on its link to public administration registers.
