GRITA: A New Information System Facilitates the Administration of Grants

The Czech Science Foundation (GACR) has developed a new application for the administration of grant projects, GRITA – Grant Information and Tracking Application. Thanks to the latest technologies, this modern platform will deliver faster loading, enhanced cybersecurity, automated data retrieval, delegation of authority, and much more. It is available at grita.gov.cz.

“GRITA will not only ensure the complete administration of grant projects, but will also streamline the evaluation of thousands of Project Proposals submitted each year to GACR tenders,” says GACR President, Prof. Milan Jirsa. “The application builds on the GRIS system and is based on its principles, so current project investigators and applicants will also find it easy to use.”

The new features introduced by GRITA include:

The system will be rolled out gradually. The first tenders to be announced in the system by GACR at the beginning of March are EXPRO and JUNIOR STAR.

! If you plan to submit a Project Proposal this year to the EXPRO or JUNIOR STAR tenders, it is essential that your organisation send a Power of Attorney to GACR in due time if its governing body intends to delegate authority to other employees.

The development of the new information system was financed by the European Union – Next Generation EU, under the National Recovery Plan.

 

Powers of Attorney for the Submission of a Project Proposal in GRITA

GACR has launched a new web application, GRITA, for the submission and administration of projects, through which Project Proposals may be submitted this year to the EXPRO and JUNIOR STAR tenders.

Only the governing body of the institution applying for the grant (e.g. the rector/university president or the director of an institute), or a person authorised by that governing body on the basis of a Power of Attorney, may submit the final Project Proposal to the EXPRO and JUNIOR STAR tenders. The following templates of Powers of Attorney may be used to authorise a person.

Power of Attorney for All Activities Related to the Administration of Grants

This Power of Attorney will enable the authorised person to:

  • submit Project Proposals in public tenders in research, development and innovation announced and organised by GACR;
  • submit Financial, Subject-Matter, and Final Reports on the progress/completion of grant projects of GACR;
  • submit change requests in the grant projects of GACR, including all related correspondence and documentation;
  • enter into Agreements on Grant Funding with GACR, including amendments to such agreements.

Power of Attorney Authorising Representation without the Right to Sign Agreements, Including Amendments

This Power of Attorney will enable the authorised person to:

  • submit Project Proposals in public tenders in research, development and innovation announced and organised by GACR;
  • submit Interim, Financial, Subject-Matter, and Final Reports on the progress/completion of grant projects of GACR;
  • submit change requests relating to GACR grant projects, including all related correspondence and documentation.

PoA Template No. 2: Power of Attorney Authorising Representation without the Right to Sign Agreements, Including Amendments (*.docx)

 

A Power of Attorney is not required for the preparation of Project Proposals in GRITA, but only for their final submission to a tender if the governing body delegates this authority to another person (e.g. an employee of the grants department).

This year, a Power of Attorney based on the above PoA templates is required for the EXPRO and JUNIOR STAR tenders only. Unless otherwise specified in the Power of Attorney or unless the Power of Attorney is revoked, the authorisation also remains valid for future GACR tenders that will be administered in GRITA starting next year. We therefore recommend delivering the Power of Attorney now for future use.

The Power of Attorney must be delivered to GACR sufficiently in advance and no later than 14 days before the deadline for the submission of Project Proposals.

Methods of delivery of the Power of Attorney:

  • in hard copy by postal services or in person at the GACR registry office (Evropská 2589/33b, 160 00 Prague 6, Czech Republic)
  • in digital form via data box (a8uadk4)
  • in digital form signed with a qualified electronic signature and sent to the email address podatelna@gacr.cz

It is possible to authorise more than one person through Powers of Attorney. If the governing body of an institution does not wish to delegate this authority, no action is required – it is sufficient to log in and complete identity verification in the GRITA system, where the relevant rights will be assigned based on its link to public administration registers.

Announcement: Tenders for the Year 2027

The Czech Science Foundation (GACR) is announcing calls for Project Proposals for Standard and International Projects, POSTDOC INDIVIDUAL FELLOWSHIP, and Restart Grants. The deadline for submissions is 31 March 2026. The EXPRO and JUNIOR STAR tenders will be announced in early March.

“Grant calls and tenders bring a healthy degree of competition to the research environment and give the best researchers a chance to succeed. Anyone can apply, and if they successfully pass the evaluation carried out by leading scientists in the field, scientists can develop their ideas into excellent research. This means that the conduct of research does not depend solely on the will of the head of the department, and grant tenders promote academic freedom,” says Milan Jirsa, GACR President. “In addition, the preparation of a grant project helps organize thoughts and develop ideas – and this can be useful even if other projects win over yours in the tender.”

Project proposals for projects to be launched in 2027 may be submitted until 31 March 2026. The results of the tenders will be published on 26 November this year. The results of international tenders and calls will be announced later, depending on our arrangements with the agencies in other countries.

For this year’s tenders, in view of the long-term underfunding of the GACR budget, the rules for multiple submissions and concurrent new projects have been modified compared to previous tenders. The aim is to provide funding to as many outstanding researchers and their teams as possible.

The EXPRO and JUNIOR STAR tenders will be announced in early March due to a transition to a new information system.

 

Standards Projects

Standard projects are the backbone of targeted aid for basic research in the Czech Republic, with GACR having financed hundreds of them each year since its founding in 1993. Through these projects, the best basic research in all areas is supported. Standard projects are usually worked on for three years and their proposals may be submitted by all researchers and their teams without limits on the length of their scientific careers. Project proposals are evaluated on the basis of a multi-level selection process.

 

POSTDOC INDIVIDUAL FELLOWSHIPPOSTDOC INDIVIDUAL FELLOWSHIP (PIF)  is aimed at scientists who have finished their doctoral studies in the past four years. It can take two forms – either allowing a Czech scientist to carry out two years of research at a prestigious research centre abroad (with the condition of spending a third year at a research centre in the Czech Republic) or allowing a Czech postdoc or foreign scientist to come carry out research and begin their career at a Czech research centre.

 

Restart grantsRESTART GRANTS are the most recent grant scheme. They allow excellent scientists to restart their careers after a break due to parental leave or dependent care. RESTART GRANTS address scientists from Czech institutions who have completed their Ph.D.’s in the last ten years (or earlier if they had a career break). Project proposals may be submitted up to two years after the end of a career break related to childcare or dependent care that lasted at least one year. The schedule of the funding will be two to four years, depending on the workload chosen by the scientist.

 

International Projects

Projects worked on by scientists and their teams in cooperation with researchers from partner states are a separate category of grants. Project proposals are either evaluated by both agencies (bilateral cooperation), or they are recommended for funding by one agency and the other adopts its recommendations (Lead Agency cooperation).
